Towards Inclusive Israeli Citizenship:A New Conceptual Framework for Jewish-Arab Relations in Israel

A new study, led by Prof. Yitzhak Reiter of the Jerusalem Institute for Israel Studies with the participation of ten researchers from various universities and research institutes, proposes a new conceptual framework to address the status of the Arab minority while simultaneously striking a balance between Israel as a Jewish state and as a democratic state. The project was funded by the German Friedrich Naumann Foundation for Liberty. In Prof. Reiter’s assessment, most Jews and Arabs in Israel can live with the principles proposed by the study even if doing so is not their ultimate aspiration, and the proposals largely accord with the majority opinion of the Jewish population of Israel, which is prepared to grant Arabs equality and self-administration in matters of education, culture, and religion, in exchange for preserving the Jewish character of the state (according to the 2010 Index of Jewish-Arab Relations published by Prof. Sammy Smooha of Haifa University).
